For example, if they want to pass a particular bill, that suit their interests, they bribe members of the senate to ensure that they support their bill. Eventually, they end up misusing government resources. In line with that, heads of states receive resources from external sources in the form of loans. Instead of using these resources for the betterment of the citizens, they promote their selfish interests.
